Blackpool Council Children and Young People's Plan 2009 - 2012
The Children and Young People's Plan 2009 - 2012 sets out Blackpool's ambitions for improvement over the next three years under each of the Every Child Matters outcomes - Be Healthy, Stay Safe, Enjoy and Achieve, Make a Positive Contribution and Achieve Economic Well-being.

Strategy for Change
The Strategy for Change (SfC) was the first key document that the Local Authority produced on entry into the BSF programme. The objective is to capture the strategy for 11-19 education services and the requirements that this strategy places upon the physical school estate and plans for ICT provision.
The SfC has two parts:
Part 1 is the 'Key Challenges and Objectives' section of the SfC which shows the scope of the authority's BSF transformation plan. It is the 'what is to be done' component.
Part 2 is the 'Detail and Delivery' section of the SfC. It adds contextual, qualitative and quantitative information to Part 1, showing how the local authority intends to achieve its objectives. It is the 'how will it be done' component.
